To replace Harmison you need someone who is fast and gets bounce. Broad is only medium pace and Tremlett cant get the pace either. Remember Harmison has been clocked at 95-96mph when fully fit, there arent too many bowlers around who can match that. The stats have showed that Harmison cant be replaced. Look at the games he's missed since his debut and look at the results - Off the top of my head its something like 9 losses, 7 draws and a couple of wins.
In Sri Lanka Harmison was bowling at 80mph. We could have done with him just bowling at 90 never mind 95-96. Why should he be wasting his energy bowling 40 overs at Colombo at 80 when he would be much more effective at top speed.

Broad still has to build up stamina and his speed will probably increase when he gets to 24/25. Tremlett is capable of bowling at 88 and with 6'7 gets bounce but he needs to bowl at the batmen.
