A parent is generally more relevant though, many obvious reasons for this, for instance:
{a} no country commences naturalisation procedures because one happens to be dating some citizen of that country,
{b} biologically speaking, girlfriends or spouses have limited impact on an individual's genetic make-up, unlike parents, and
{c} A person's 'real' mother is unique through his/her entire life-span; a person can only have one mother. On the other hand, theoretically, the boyfriend/girlfriend count is infinite, and is seldom one or even a few.

Some of the above would no longer be relevant if the girlfriend became a spouse, in particular the legal point.
