Right, Ive had a look at what you've put up, and would work along these lines:-
Fire:
Noakes, stanway, Westwood, Burgess, Hadley.- Theyre all useless.

Nets:
From the team you have, Kealey is potentially a real star. Id give him 2 bowling, 1 stamina, 1 fielding net.
Peters could be good with better secondaries, possibly give him 1 bowling, 1 stamina and 1 fielding net.
Kewell will be one of your better players for the first year or so, and with a bit of training could possibly bowl. While you have spare nets you could give him 1 bat, 1 bowl and 1 field.
If you need spare nets for a youth pull, start by removing Kewells bowling.

Are you investing in ITS and what state is your academy in?

Matches
For matches Id be tempted to use the following lineup
Briers cap.
Sheffield
Spillane
Kewell
Cawson
Sadler
Themba +
Clarke B5
Kealey B3
Pulis B4
Stanton B2
Peters B1 (with attacking settings, but he may well get a bit of tap)

Play on a Dusty pitch with normal bowling orders to make the most of your 3 spinners. (or possibly use sets of 5 if the low stamina is causing problems)

If you dont fancy risking Peters, make Briers B2, Stanton B1 and put Mbangwa in the side to bat 8.

Youth Academy
Until your finances are secured I wouldnt throw too much money at this, and if you cant afford to keep it maintained at superb or at worst strong, it isnt reall worth buying ITS for it either. Despite this its still worth making a youth pull every week as you may get lucky.

Transfers
Have a flick through the transfer market for players with mediocre batting (or bowling), concentration (consistency) and stamina as a minimum. There will be quite a few with at least these stats available for less than £10k. Look for players with a bit of fielding as well, if possible, and older players who go cheap but are useful as short term stopgaps.

Finally, If Peters pops to strong bowling soon it may be worth transfer listing him in the region of £500k as it if he sells you could have enough money to bring in 2-3 players in his place.

Hope that gives you a few ideas.

Starting XI:

1. Robyn Sheffield - 21 yo, BT Rating=4,953
2. Lawrence Briers - 24 yo, BT Rating=5,491
3. Fred Cawson - 21 yo, BT Rating=5,510
4. Tony Spillane - 26 yo, BT Rating=3,996
5. Vic Kewell - 19 yo, BT Rating=4,898
6. Jason Kealey - 17 yo, BT Rating=5,570
7. Raymond Themba - 24 yo, BT Rating=6,146 - keeper
8. Brendan Clarke - 25 yo, BT Rating=5,333 - spin
9. Kyle Burgess - 21 yo, BT Rating=4,209
10. Jermain Peters - 19 yo, BT Rating=4,449
11. Andy Westwood - 18 yo, BT Rating=3,152

Fire or Sell:
Louis Mbangwn - 22 yo, BT Rating=3,355
Mick Hadley - 17 yo, BT Rating=605
Dean Nokes - 18 yo, BT Rating=2,415
Willy Stanway - 24 yo, BT Rating=2,770
Pete Pulis - 21 yo, BT Rating=3,109
Edward Tracey - 21 yo, BT Rating=3,044

Training:

Give more training sessions to bowlers because your bowling attack is weak. Develop a couple of all-rounders like Jason Kealey and Vic Kewell. Give them both batting and bowling sessions.

Ok,

I would fire the following players

Andy Westwood
Willy Stanway
Mick Hadley
Kyle Burgess

I would then list Peters for sale - He is your best primary player but at 19 would take up to many nets for minimal return. Look at selling him with a min amount of 33K and then bring in a new batting 17 trainee with min. of Mediocre for Stamina, Batting and Concentration. Then place 4 nets on this player - 1 Fielding, 1 Stamina and 2 Batting. Preferably I would get a competant bat - but may be expensive.

Dont rush to buy - and dont get nets for the sack of having 10 nets - if you need to have the full 10 nets - then look at stamina nets.

I would use the following line-up;

Lawrence Briers
Robyn Sheffield
Tony Spillane
Vic Kewell
Fred Cawson
Thomas Sadler
Raymond Themba
Brendan Clarke
Pete Pulis
Graeme Stanton
Jason Kealey

As I would have 4 spinners I would set your pitch to a dusty pitch, when playing away from home and not on a dusty pitch I would look at dropping Pulis (LH Spin) and play Nokes (RM).

The other 6 nets I would have on the following players;

Kealy - 1 Stamina, 2 Bowling and 1 Fielding
Kewell - 1 Batting and 1 Bowling
