Punished for providing England players.

Well it looks like this year Sussex will benefit this year from Lancashires losses to England, and bad weather.
Similarly Middlesex have suffered from losses to England call ups (although they have a bigger problem with bowlers than batsmen.)
Also Durham have been severely depleted by England call ups and could yet suffer relegation as a direct result.

At the moment it seems like the teams who are producing England players are suffering heavily for the honour.

Yorkshire have had the same problem with call ups as well so it is the same for nearly everyone. The biggest blow for Yorkshire was Adil Rashid playing for England under 19s for a month.Says a lot that they are relying on a teenage spinner to dig them out of the mess they got into.

Oh, being a Middx supporter is a thankless task this year - we couldn't bowl a hoop downhill let alone any sides out. We have missed JD an Joycie this season, but the real problem has been back up for Chris Silverwood, with injuries (Richardson, Ali, Keegan) and poor selections (Louw, Styris and Betts).

Middx will not return to the premiership without 3 new quality bowlers - any counties releasing any that we could have?

Yorks have only really missed Hoggard, I would not count Rashid yet as an under 19.

Lancs have been without, Freddy, Anderson and Mahmood, Durham have missed Collingwood, Harmison, Plunkett and Onions for part of the season.

Surely the rules on overseas players should be relaxed for teams with players off on international duty: if every player absent on ECB business could be replaced by an equivalent overseas player (i.e. bowler for bowler not bowler for batsman, and Test player for Test player not Test player for U-19 player) no-one could have serious grounds for complaint and the counties would not be penalised for sticking with actual and potential England players.

What about Vaughan and Bresnan then?

As for not counting Rashid well he is top of the bowling averages so to not count him is stupid.

Warwickshire have missed Bell... but they've still had a bad season whatever I say

Vaughan has been injured all season, and every county gets injuries, besides if he had got fit it is doubtfull je would have made the team after about half way through the season. Bresnan played about as much as Onions, and has been less successful in the county game. Rashid has only missed part of the season and wasn't even in the team at the start of it.
As far as Rashid goes an excellent find and one who will no doubt be away on England duty for most of the next two decades once Fletcher decides he's ready, but not yet.
It does show the weakness of the Yorkshire team though that he is already one of the best players they/we have.

Very similar to what I was thinking, perhaps just count any player away on England duty as playing for "development" grant purposes. At that point the county can afford to field a decent Kolpak in place of the missing home grown talent without losing a fortune in ECB funds. Not so much a problem this year, but next it could really hurt, and when we go down to 1 overseas player... Well any team missing 3 senior pro's at that point will struggle to fill the holes.
