One job the captain is responsible for is getting through their overs on time... something no-one seems capable of!
Here's an idea... instead of penalising slow captains financially, just hit their ability to win. Instead of giving a minimum 90 overs, just give them 6 hours a day, and if they only get in 80, well, that's their own fault. Harming their ability to win will be a much greater incentive to speed up than imposing some piddling fine, and I'm sure it would soon get the over rates moving in the right direction.

Put the "Duckworth Lewis" system in on a daily basis and things will change quickly.

Ponting had a great bunch of players at his back i would say the best captain i have ever seen was Runatunga. Arrogant, smart, attacking and demands respect as he was tough and fair. Sorry but you cant say Ponting is FAIR. As for Fleming If he had a team of the same calibre he would be knighted pretty soon.
