Well it looks like Vaughans ODI career is over so one less below average opening batsman to choose from. Lets look at the guys that could be asked to open.

Bell - did a good job but just a waste of the powerplay overs
Vaughan - never ever should have played as many ODI's as he has.
Pietersen - My pick batting with a rock hard pill, fielding restrictions could get England off the a belter.
Strauss - Can do the job but has struggled recently
Trescothick - If he can get his head together, hes the man
Flintoff - not a good enough batsman to be able to handle the new ball.
Collingwood - talented enough but he is soooooo important to hold the innings together.
Loye - a bit of a one trick pony.
Joyce - Good batsman but has not convinced me yet.
Nixon - ???? dont think he is good enough
Bopara - just into the side looks like a very talented cricketer but I don't think he is good enough to open, yet.

No I don't think so - here is a list of the England batting averages click here , I think Cook is a Test player.
